Why is DGS 7843899 restricted?
DGS 7843899, Nuete, Fall - Oliver, Zephaniah, "Muster rolls (index file
cards) of the Revolutionary War, 1767-1833 [Massachusetts]," is one of a
very few rolls in this collection that is completely blocked - and of
course, it is the one I need. Without it, I am having a lot of trouble
locating the original muster rolls, etc., that are referenced by these
index cards.
Why is it restricted? Is there any way to get it unlocked?

I'm another user, but I agree that DGS doesn't look as if it should be limited-access since the rest of the category is not restricted.
I suggest you try the new Records Issue report option at the top of the Search category.
