Hi @momathome333. Do you know the date the photo was taken? Often, these reunions would be mentioned in the local paper, usually with the names of some or all of those who attended. That would give you a place to start and narrow down, searching for other photos of each person on this site or ancestry, etc.
You could also try Find a Grave, comparing veterans with photos and seeing if any look like a strong match. Perhaps, you could use a search something like this.
