I translated the document as follows which should give you a reasonable explanation of what this document is about:

Excerpt from the inventory and distribution of the estate of Bertha Studer, née Moll, widow of Eduard Studer, son of the late Johann Josef [Studer], of Härkingen, dated July 14, 1931.

Rosa Bachmann, née Studer, wife of Theodore Bachmann of Hauenstein, farmer in the “Unterwald” near Trimbach, inherited from the net estate of 13,359 Swiss francs, 80 centimes:
1/7 [of the net estate] = 1,908 Swiss francs, 55 centimes.

Total [written as words]: one thousand nine hundred eight Swiss francs, 55 centimes.

Directive

Regarding the sister Agnes Meier, nee Studer, wife of Gottfried Meier, from Reisiswil, [Canton of] Bern, warehouse worker/storeman in Härkingen, as the recipient of the existing assests, she shall be entitled to interest thereon accruing [on the 1908.55 Swiss francs] from June 3, 1931, at a rate of 4% payable on September 1, 1931.

Issued as a partial document showing distribution of inheritance.

"Zettel" is a piece of paper - but can have special meanings depending on the context, like a bond or other official document - then often spelled "Zedel".

Despite the sentence not being completed I interpret this as follow:

Rosa Studer and Agnes Studer were sisters, Rosa inherited 1/7 - but Agnes took over the entire assets (likely not cash, but estimated value of goods/estate). Consequently Agnes has to pay interest on Rosa's part to her sister.

Eduard and Bertha Studer (the parents) were both citizens and inhabitants of Härkingen.

Gottfried Meier is citizen of Reisiswil, but lives/works as "Magaziner" (warehouse worker) in Härkingen - which is why Agnes takes over the entire assets.
