Person was not transcribed on 1925 New York state census
On the 1925 New York state census for Hartland, Niagara County, New York, one family member was not transcribed at all:
Frank B. Hawley, head, 67, farmer, born in Canada.
(Wife is Alice M. Hawley, 66 — she and the remainder of the family were transcribed, but Frank was left off.)
I tried searching for Frank by even leaving off his first name, but he still didn't show up.
BTW, this state census lists relationships, so why didn't they get transcribed as a family. The only way I could add these people to FamilySearch was to find the original image on Ancestry, and then add each of the 6 family members one at a time, except that the head (Frank) was missed. Why doesn't FamilySearch transcribe these people as a family. If I didn't have access to Ancestry, there would be no way to know who the family members were.

The index of the 1925 New York Census was provided by Ancestry. It was not created as a separate project by FamilySearch. We sometimes see errors with imported indexes.

My experience with Ancestry indexing over many years is that it is not very good, which is probably why Frank B. Hawley got missed when this census record was indexed by Ancestry.

@Robert Seal_1 I tend to agree about the quality of indexing; however, in this case, Frank is indexed in the version showing on Ancestry. Likely, some field was mismapped on the import.

I'll be more specific. Frank was indexed in Ancestry's version. Frank does not appear in Family Search's version.
Frank needs to be added by Family Search since he was somehow missed by Family Search. (He shows up in Ancestry's version.)
How can we — or Family Search — add Frank so that he is part of the data base?

We users cannot edit or add to an index when the images are not present.
I have occasionally seen a mod or staff member make an edit to a collection.1 -
