Online Record Not Viewable at Affiliate Library

I am trying to look at this record at an affiliate library.

The icon next to each record set is a camera with a triangle exclamation point. The error message is "To view these images do one of the following: You may be able to view this image by visiting one of our partners' sites or the legal record custodian (fees may apply)."

What partner site? Or how do I find out who the legal record custodian is? Do I have to order the microfilm from Salt Lake City?

And I thought all records were available through an affiliate library. Thanks!

    Welcome.

    First, unfortunately, no, not all records are available at an Affiliate Library. Not all records can be viewed at a FamilySearch Center. Some can only be viewed in Salt Lake City, and some can only be viewed with special permissions that may vary by collection.
    It appears you are searching for an Italian record. You may find it helpful to visit and join the Italy Research Group. There you'll find many experienced and helpful members. And, you will see several posts about where to view Italian records when they are not available on FamilySearch.

    The partner site you are asking about is Antenati, that is the main website for public access to records managed by the Ministero della Cultura and Direzione Generale Archivi, otherwise referred to here as DGA. It is totally free and does not require registering or logging in. It can be cranky if you use a VPN.

    Permission to access to most Italian records has recently changed, and is now a little complicated. I suggest you try and use the Antenati site for much of what you are seeking from Enna.

    @Mghojnacki just adding that you cannot order films from FamilySearch any more. That program ended several years ago when they digitized all the existing films. There are some duplicate films available at various FamilySearch Centers (formerly Family History Centers) from over the years but the originals are all in Salt Lake City, either at the FamilySearch Library (accessible to the public) or in the Granite Mountain Vault (not accessible to the public).
