@СергейГОнчарик I sent this collection in for review and was informed that the current rules for Belarus specify different permissions for tax records from government archives. They are now in the process of determining the correct record descriptions for each film. I expect that they will come back as either all restricted or all accessible. Let's hope for the latter.
