Accessing a film that should be available in a FamilySearch center

In looking for film 378361, as I am sitting in the Wilmette, Illinois FamilySearch Center, I find that the icon is a grayed-out camera with an exclamation point. Hovering the mouse over the icon tells me that this is viewable with additional restrictions. I am signed in, and the computer is connected properly to images (green extension button shows).

I have seen this icon from home, but not grayed out. Why can't I access this film from a FS Center?

    Film 387361/DGS 4011616 contains corrections to birth certificates.
    https://www.familysearch.org/en/search/catalog/koha:263721

    Birth correction certificates correct original birth certificates years after (even decades after) the completion of the original certificates.

    @JulieBusse This entire collection has been marked as "sensitive", meaning the records cannot be accessed by anyone—likely because they contain recent information of the people submitting the requests for birth certificate changes. This is a contractual decision and out of our hands.
