Book digitized by FamilySearch not available at FamilySearch locations?

I've been trying to find full-text access to this book:

Online access is restricted to search only. I asked an affiliate library and they said that they also couldn't access the full text.

I visited a FamilySearch location, but still couldn't access the full text. There wasn't anyone available to help me when I went, but I was able to use the computers at the site.

Has anyone run into this issue before? Is there any way to access this book? Only physical copies I can find are in Ohio. I did submit a request to one of the Ohio libraries to have some pages scanned, but I'd really like to be able to browse myself. I even reached out to the author on Facebook, but haven't heart back 😂

    The revised edition was published in the USA in 1998. https://guides.loc.gov/intellectual-property-law/copyright
