Does the Format message, "This item is viewable with additional restrictions" basically mean that one must go to the FamilySearch Library in Salt Lake City to view the microfilm, since it doesn't appear to be digitized yet?

The Record of Members Collection is available on the Church History Library site. It's arranged alphabetically by ward. Once you have located the record you want you can request digital access. If you are having trouble locating the record you can request assistance by using the "Ask Us" link on the site.

DGS 9071777, or Film 25991, Items 1-2, has been digitized, as have all microfilms. The project was completed in 2021. https://www.familysearch.org/en/newsroom/familysearch-completes-digitization-of-massive-microfilm-collection
Access restriction is not dependent on digitization but on contracts and privacy.

@Áine.ní.Donnghaile so the Catalog entry indicating "Format - Microfilm 35mm" is incorrect? Also, the Format ikon is grayed-out with the aforementioned message displaying when hovering over the ikon. Does the "additional restrictions" message cause the grayed-out ikon? What are the additional restrictions mentioned and how does one find out how to access the record?

All older records were originally either on 35mm or 16mm microfilm or on microfiche.
All microfilm has been digitized; microfiche are still in the process of digitization, the last update I read.
For example: these New Jersey, USA, cemetery records were primarily on 16mm reels. I borrowed them many long years ago. They have long since been digitized, although restricted to view at an FSC or affiliate library, by contract with the Archdiocese of Newark. You'll see that the catalog entry still mentions 16mm microfilm.
As I said above, I believe that LDS membership records may be in Special Collections. As I'm not LDS, I don't have more info.

Thanks for the information; I did looked at the Church History Library website, but wasn't able to see the record year (about 1862) range noted. I'll submit a question and see what they can find.
