In the 1900 census, Hiram Payne, age 9, is living in the next household and is listed as nephew of the head of household. It is sometimes easier to trace males. It might be worth tracking him to try to find Sarah "Sallie" Payne's family. https://familysearch.org/ark:/61903/1:1:MMNT-4VK?lang=en
Also in the 1900 Census, Neal's parents are listed as having been born in Tennessee: another place to research the Redmon and variant surnames.

In 1917, Hiram Louis Payne, born in Lee County, Virginia, registered for the military draft. His DOB is 7 Aug 1887, and he was living in Rutledge, Tennessee.
In 1942, he once again had to register, and he was living in Sebastian, Arkansas at that time. His year of birth is listed as 7 Aug 1888. It's not unusual for the year to vary between the WWI and WWII registrations.Hiram died in 1969, in Oklahoma. That is unfortunate for your research, as Oklahoma is a difficult state for vital records.
I also see a Virginia birth certificate for a child of Hiram, and that record lists Hiram's place of birth as Gibson Station, Virginia, the same location as that 1900 census.
And continuing to dig in Lee County, Virginia, vital records, I see a birth record for Sarah Payne, on 22 Sep 1882, father George or James (2 different indexings), mother Sarah.1 -

Connecting the dots:
Charles Edward Redmon, son of Neal Redmon and Sarah Payne, was killed in action in the Philippines in 1945. When his body was brought to the States for burial in 1949, there were several newspaper articles detailing his family.
In the "Greensburg Daily News" of 26 October 1949, on Page 1, the list of survivors includes "aunt, Mrs. Ida Redmon Payne, of Markleville, who had reared him."

In "The Anderson Herald" of 11 June 1950, Page 27, I found a report of a dinner party celebrating Neal Redmon's 79th birthday. In addition to listing all of Neal's children and grandchildren who attended, "the honored guest and his sister Ida Payne"

And, in the 1950 census, Ida and Neal were living together.

Wiley Redmon and Rachel Jennings.

I've now located the 1880 census for Neal, living with his mother and two sisters. His father is not present in that census.
Neal's parents married in 1873. Each had been married previously. His father married a third time and had children with at least one other wife. If you have tested DNA, you will likely have encountered many cousins.

I can now confirm that the parents of Sarah Virginia Payne were James Payne and Sarah Wireman/Wierman. Her maternal grandparents were Hiram Wireman/Wierman and Hannah Province.
The Hiram Payne I mentioned at the beginning of this thread was the younger brother of Sarah Virginia Payne.0
