Loss of birth records

I recently noticed that two sets of birth records from the village of Bohdan in the Maramaros region have disappeared.

The first covers the period 1913–1933.

The second covers the period 1933–1949, if I am not mistaken.

Could you please let me know why access to these records has been lost, and whether it is possible to restore access to them?

Both time frames would indicate the likelihood of records being withdrawn due to the new privacy restrictions.
