Rights to digitize and publish LDS microfilm and digital images

Dear,

Please see ticket #2498456 from a call today to LDS support. Who can a Clerk of Court of a Louisiana Parish/County contact to discuss rights to digitize and publish LDS microfilm and digital images by telephone, email, and post? Also to change the access to these records on the Family Search website from "locked" = available for viewing and download only at a Family Search Center to "unlocked" = available for viewing and download from any computer without the requirement to be at a Family Search center?

    @Troy2212 As ordinary users of FamilySearch, most participants of this Community have no access to Support Tickets.
    There is a "Request Permission" link in the site Terms of Service: https://www.familysearch.org/en/legal/terms

    @Troy2212 I am not connected with FamilySearch. All of FamilySearch's collection of microfilms has now been digitised, but some of the records are not available to view online , due to various reasons. If you are talking about records that are already in the FamilySearch system, ie they are now digitised microfilms, in this link from the FamilySearch Library there is an email address given in reply to the question Who can I contact if I have any questions or concerns?

    @Troy2212 Your question implies that the records archived at the courthouse have already been microfilmed by FamilySearch? Is that correct?
