My guess that the picture came from whichever contributor originally entered the name of this person. Based on that, I would say the thumbprint type picture came from a scrapbook or personal family records. I am only one of thousands of FS users, not an FS staff member.

If you look in the change log (filter on Memories / Photo), you will see that a user attached two photos on 14 December 2020 and detached them on 9 November 2022. That user wasn't the one who created the profile in 2015; there appear to be 15 past contributors to the profile.
The change log doesn't show the images that were attached or detached, but those are the only ones recorded there. Unfortunately, the change logs never report changes of profile picture, so probably your only recourse would be to chat with that user. (You may or may not get a response.)
