Banner about community problems hides important information

It's thoughtful that someone has added a banner to Community saying "Our Apologies: We are experiencing problems within the community…."

But unfortunately it was implemented in a way that it often hides important information. Exactly what it hides depends on the context and the size of the browser window. It's particularly annoying on a phone, but even in a large browser window, it often hides the category or part of the title of the thread.

Could the design of the banner be fixed so that it doesn't obscure information? Perhaps adjust it so that it moves other information down, rather than overlaying it?
