Why is Film Number 1085030 noted as UNAVAILABLE RESTRICTED ?

The above film is part of the Cook Islands Adoption Record collection and as such is an essential record for family research here in the Cook Islands The Avarua FSC had access to these films previously but this access appears to have been now removed. We would like access to be reinstalled but restricted to viewing at Avarua FSC only. These records are critical to confirming a line of connection within families.

@Gail Eraio These records include adoptions up to 1974 and privacy and contractual laws restrict access everywhere. We do understand their importance to your community, but unfortunately FamilySearch cannot legally display them only in your FSC.
