I'm not sure where to ask this
I have a friend named [name removed for privacy] his birth date is [date removed for privacy] 1967 and he thinks he was born in Oneida Clay County Kentucky and he is pretty sure his parent were Lester France father and Winnie Minton Mother. Yes they were married . He cannot find his Birth Certificate or any related document on his birth. Any suggestions on how to help him?

@NaffEdwardDavid1 I found his parents on FamilySearch. They both died in 2012, although that need ot be verified with sources. There are some conflicting dates with sources that are unattached. https://www.familysearch.org/en/tree/person/details/GFQX-YM6
