Certified Birth Certificate

I am looking for help obtaining a certified copy of my great grandfather's birth certificate. He was born in 1864 in Montreal, Que. I have tried finding a source via the internet, but the bureaucracy seems a bit too over whelming to try to do this remotely from the US. Can someone recommend a person who can assist with this. I will pay them for their time.
