Image Unavailable for Cahul civil registration (Bessarabia, Moldova)

I’m researching civil registration records from Cahul (Bessarabia, Moldova) and noticed that image access seems inconsistent within the same collection.

For example, in this catalog entry:
 https://www.familysearch.org/en/search/catalog/koha:731544?availability=Family%20History%20Library

• The film DGS 5615587 appears fully restricted (“Image Unavailable”).
• However, other films in the same catalog for Cahul show mixed availability —
  for example, 1908 is open, 1909 is restricted, and 1910 is open again.

Could you please clarify why this happens, and whether there is any way to access the restricted images? Thank you!

@Stormiqus We have seen this also in the Revision Lists for Bessarabia. Moldova is one of the countries currently being updated and quite possibly errors have been made. I will see if we can get some answers for you.
