Photos scan be uploaded to the 'memories' section of the person's page. Please, please, PLEASE read the rules about photos and what is and is not allowed. Also remember that these photos can be seen by ANYONE in the world. Not all cheesy photos of someone when they were young are appropriate for this medium (imho).

Yes, it is good to read through the Upload Guidelines and Policies.
And yes, as mentioned above, you can add your photos/documents to the “Memories” section of a person’s page (which will automatically create a “Tag” between that person and the Memory). If you make the photo public, it can be seen by anyone.
You can also upload all those photos into your own Memory Gallery. (See the top header “Memories” then click “Gallery.”) You can make/use albums to keep everything better organized. If you upload them into your Gallery, though, make sure you open each photo and create a “Tag” for every person in that photo/document. Using Tags ensures that the photo can be viewed in the Memories sections on the persons’ pages you have tagged.
One problem we frequently run into, though, is living people. Since your photos can be viewed by anyone (if you make them public), you want to get permission from living people. An easier way to manage sharing photos with family that include living people is to create a Family Group.
To create a Family Group (for the purpose of sharing information with living family members), click “Family Tree” in the top header, then click “Family Groups.” You will still use the same methods above, but now, you can share everything in a shared family group tree.
