In the 19th century, infants were normally baptized as quickly as possible after birth. It's highly unlikely a child born in England would have traveled to Ireland for baptism when travel was not easy and often dangerous. Baptism usually occurred before registration. In other words, if the birth had been registered in England, the baptism would most likely also have been there.
It's also common to see a conflict in dates of birth between the civil registration and the baptism. There was a fee for late registration; parents would often fudge the date of birth when registering to avoid the fee.
And, sometimes the parents failed to register a birth. It happened often, especially in the early years of civil registration.
According to the baptismal register, Charles was born 25 March 1874, and Henry was born 17 February 1875. As you say, they were baptized together on 4 July 1875.
Henry's birth was registered in timely fashion on 25 February 1875, in Dublin.
Do you have any information on the marriage of Charles Thorpe and Mary Fennell? Is it possible that Charles was born before their marriage? In that case, his birth might have been registered under her maiden name. Or, she might have avoided registering the birth for that reason.I did take a look in English births, just in case. The only record that is feasible is a birth registered in the name of George Thorpe, mother's maiden transcribed as "Funnell," in the 1st quarter of 1874.
