The Bishopric, RS Pres, EQ Pres, and the Family History Leader should have access to the KPI for family history. I don't know what it tells us today, but it used to tell who had indexed, has 4 generations, added a source or memory, and submitted a name for temple ordinances during the time period.

@banderson No, there is no way to determine which individuals in the ward are using FamilySearch. That is a result of specific directives from Church leaders that individual participants should not be exposed in reports. Your only option is to ask members directly — but that's not a bad thing, since your best interaction with members will be one-on-one, and any step that leads to one-on-one interaction is a good thing.
The Family History Activity Report (FHAR) — which @Lawanna-- referred to as "KPI" — will provide the ward council with overall numbers and percentages of ward participation in various Family History activities. But none of that will lead you to particular names of ward members who are doing or not doing any of these activities. For details on the FHAR, see the Family History Activity Report (FHAR) Guide.
