Are attorneys, notaries, etc., considered Not a Person?

While doing Quick Name Review, sometimes names of people unrelated to the family are highlighted: for example, an attorney, a notary, a registrar, etc. They are people, but they're not really connected with the family. Do I mark them Not a Person?

    I hope I haven't been messing things up, but if I could tell that the name was referencing a human being in the Quick Name review, I'd been correcting them if needed, but keeping them and not marking them as "Not A Person".
