Need help reading/translating Danish marriage record, 1796

The first marriage entry of 19 February 1796 (middle of the left attached page) of Niels Pedersen and Mette Marie Jensdatter has a few words that I can't make out relating to marriage without engagement (including the word forbuden). I can make out most of the words but am curious about the reasoning behind needing permission from royalty (kongelig?) for marriage without engagement, or if I am misreading the entry. Also, the next entry has similar language for the marriage of Niels' sister Kiersten which may be of help. Many thanks!
