Why can't I submit my batch?

I completed my input, ran the quality check and tried to submit the batch of 110 records. The program is requesting me to enter blank in all of the fields of the remaining 190 entries. Is this normal?

To delete blank, unused entries, click on the trash can icon on your toolbar, select "All blank entries" and click Delete. You will then be able to submit the batch.
