This is more commonly found as "ult." or "ultimo" and simply refers to the previous month.
Up to at least the 1960s (possibly later) it was common to receive an official letter (say from the "tax man"), dated, say, 23rd September and reading: "In response to your letter of 27th ult." Meaning one had written to the tax office on 27th August. Similarly, if your letter had been dated 1st September the reply (on say 23rd September) would read: "In response to your letter of 1st inst." (Inst. = instant)
