Unable to process batch

Image Name007784799_00223Batch IDMQXV-6BD

In working the above batch, the first image appears that it should have been started on the previous image before mine, so I marked it as "No, No extractable data."

Then the next image is a duplicate of the first image, but I am unable to select the 1st image as the image duplicated in the pull down.

Am I incorrect in my assessment? Or can someone offer a solution.

    The right side of the first image is an Declaration of Intention and indexed as such.
