ERROR REPORT - Placename standardization - phonetic variant

I would laugh, but it's just not funny.

Philadelphia is often abbreviated as "Phila." The placename standardization algorithm has converted that into Finland for place of birth in the Philadelphia Death Certificates record set. Example: https://www.familysearch.org/ark:/61903/1:1:VKDJ-KLD
