Surnames in US—City Directories Project

 I'm indexing US City Directories. At the beginning of a list of names, it sometimes gives multiple surname spellings before it begins listing the names and addresses. For example it says, "Walsh see Welsh or Welch."

Do I index each person's surname under that heading as "Walsh Or Welsh Or Welch?"

For example -- Surname: Walsh Or Welsh Or Welch

Given name: John

    If it's a film that's available for image browsing -- or if the directory is short enough that "Welch" and "Welsh" are in the +5 reference images -- I'd want to check what it does under those headings, because "see X and Y" doesn't sound like spelling variations. It sounds more like just a suggested cross-reference, that is, I would think the surname below that line is just Walsh.

    Yes, you will index each unique name, separating them by the word "or," unless it goes back to one of those surnames.

    So....the two continuing column of names has at the top of the page, in bold letters, just "Walsh." So I think I'm supposed to use the surname Walsh, instead of using the various spellings and OR.
