Way too early to post this, but...
I know you haven't asked yet, but I thought I'd start a discussion about this and get my vote in early. I reserve the right to change my mind!
(I have not included buttons to move Quality Check items back and forth between the Research Helps and the Dismissed Helps tabs.)

One of you stated that currently the Quality Score items are not saved but rather recalculated each time the page is displayed.
This is pretty much what happens with Hints and Possible Duplicates as well. They come and go as edits are made to a profile except for the ones that have been marked as not a match. They remain on the Dismissed Helps page permanently. Often one of my last steps in improving a profile is to go to the dismissed helps, remove the not a match flags, and make sure the incorrect hints or possible duplicates do not reappear on the page. If they do, I re-mark them as not a match but most of the time they vanish for good.
Couldn't a similar procedure be used for the Quality Score items that need to be dismissed? Only save the dismissed items and when recalculating the score, compare issues found with issues on the Dismissed Helps page, and not display ones found on that tab?

The current thinking is that the Profile Quality Score merges with Research Help as you have suggested. We are also dismissing issues in the way you suggested.
