This sounds like one of the e-mail campaigns:
Which lead to this type of a page:
(I did not attach any of these.)
These are not really Hint pages. They are Discovery pages designed to bring people back to areas of Family Tree they may not have visited for a while and see new things about relatives. The family member who originally attached all the records and a family member who peeks into Family Tree once a year will get the same e-mail. The first will be annoyed to see what he already found. The second will be thrilled to see a relative in the 1850 census without having to do any work at all.
I usually ignore these e-mails because I don't need any encouragement to be busy in Family Tree and I'd rather work methodically through branches to attach hints instead of using the shotgun scatter method this type of e-mail encourages. It's harder to know the hint is correct if I haven't been spending a good amount of time on a family.
Since these are a static, one time e-mail they do not refresh and no new Discoveries will appear. This particular Discovery Experience does have a link that jumps to your homepage hint list where you do have just unattached hints and where the list does refresh to give new hints.
So in summary, feel free to ignore these and just go here:
(If this is not what this topic is about, please clarify the concern in the original post.)

I'm grateful for @Gordon Collett's insightful analysis. I'm confident that is indeed the page the original post is referring to. Indeed, it is a discovery experience, not an attempt to show record hints to be attached. But I've seen this same confusion many times, and I understand how people might think it is intended to show record hints.
One clarification: Gordon said "Since these are a static, one time e-mail they do not refresh and no new Discoveries will appear." That's not quite accurate. The email is static, but it takes you to a campaign page that is not. Anyone can go at any time to https://www.familysearch.org/campaign/hints and get a list of these hints. That list is not as dynamic as the list of hints on the home page, but it will change over time.

@Alan E. Brown Thanks for the correction. Good to know the campaign page does get refreshed. Do you know how often? Is it only when that particular page gets e-mailed out again? I checked the ones on my page that were already attached, such as those for Addison and Owen, and all were attached about a week before I got the e-mail. None of them were attached subsequent to me getting the e-mail.
In the example I posted, I assume the bottom half of the page is created each time one comes to the page because it is just my hints list as accessed from the home page.

I don't know how often it is refreshed. But that URL has been available for several years, and I'm certain the people down now are not the same set I saw in the past. Maybe I'll start to track it periodically now....
