Is it permitted for me to start a Research Group? I would like to begin a Research Group or Form for Ireland Resources Prior to 1800. If it is permitted, how would I go about doing that?

Only a moderator or member of staff can create a new research group.

You can flag your post to ask for a moderator's assistance.

What is a moderator and what do they do? Are they an employee of the Family History Library?

Some mods are employees; some are not. As far as I'm aware, all current mods are members of the LDS Church. Some mods are tasked with specific topics; all do their best to keep order here in the community.

See https://community.familysearch.org/en/discussion/comment/488416 for the names of the top-level moderators/managers.

I am not connected with FamilySearch

There is an Ireland Research Group https://community.familysearch.org/en/group/104-ireland-research

Why don't you join that and be active in that Group?

Would FamilySearch wish to have two Groups for the same country?
