NY Naturalization Records-- Random question...

Field help on birth place says, "Separate geographical levels of locality, from smallest to largest, with a comma." So on image 2 birthplace is listed as London England. Should I add a comma or leave it as written without the comma?

    You should add the coma. It should be indexed as: London, England.
