Not sure about birth record surname

I'm indexing Virgina birth records and mid-way down the page on a new line it says

(See Cox)

All the surname entries up to this point have been Combs, they used " " to indicate the surname. All the names after the parenthesis on that one line, the surnames continue to use

" ". I'm not sure what to do with the surnames now.

Please show the batch number so everyone can see what you are looking at. Batch # is at the end such as [xxxx-xxx].
