Why do I get ordinances that have no sources attached? Also I have had a card that needed merging.

Current policy for qualifying records for ordinance work does not include anything about sources.

Generally the program will not allow ordinances to be reserved if there are possible duplicates. There must have been something with that one situation where the work was reserved at one point and the possible duplicate did not show up until later.
