If a marriage is marked as annulled, can someone else perform the the couple sealing ordinance?

@ruthevelynchapman1 - Thank you for contacting us. The following excerpt from a Help Centre article should clarify Church policy on this matter.
"Deceased couples who were divorced may also be sealed. This provides one way for their children to be sealed to parents. However, if a couple was sealed in life and the sealing was canceled, First Presidency approval is required for them to be sealed again. Children of divorced parents may be sealed to grandparents if sealing to parents is not an option or is not desired by the descendants."
I hope this helps you.
Kind Regards,
John L. Kennedy.

Just my opinion. A marriage event that is annulled makes that marriage invalid from the start. An annulment is different than a divorce where there is an end to a valid marriage. One would not typically perform a sealing for that couple based solely on the annulled marriage.

@ruthevelynchapman1 - Thank you for your post and I agree that there is a difference between a divorce and an annulment by worldly standards at least Whether or not Heavenly Father sees a distinction I can only guess at. The first point of contact for assistance should be the Stake Presidency or the Temple Presidency. I would think that First Presidency approval might need to be sought but I can't see why that approval would be withheld. Seeking First Presidency approval should be done in accordance with the following :-
"A family member may seek this approval in a letter to the Office of the First Presidency after one year has passed since the person’s death. The letter should explain the circumstances. No form is required. The bishop or stake president may assist with this request as needed."
I hope this further clarifies the action required.
Kind Regards,
John L. Kennedy.
