I just found these records in FamilySearch - one has a 4 Nov 1897 birthdate, the other 4 Nov 1898. Any connection here to the individual you are looking for?
Two fascinating biographies on the Find A Grave website! (One of which shows father as Daniel J Higgins 1871-1953, born New York.)

No his father was Daniel Higgins and mother Helen McCarthy

Charles V W Higgins, Father Daniel and Mother Nellie (Helen) McCarthy is the correct one. Can't find birth cert online.
The one with John and Mary Leahy #46509 dated 11/10/1897 was altered in 1966. Crazy
