Ordinance still available after merge

I merged two people together, one without ordinances complete, and the other with them complete. After the merge, the ordinances are showing as available, but they've already been done. Can you look at this and possibly fix it?

PID GVCJ-V3S

@DMS1737 That's his problem. He claims ordinances were done on the deleted PID M6DC-F5Z but they didn't come over with the merge.
