Sealing in "President's Office"??

Doing research on a past ancestor of mine - Peder Pedersen (1809-1875) - I was surprised to see by the date listed of his Sealing-to-Spouse, that the location is listed as "President's Office." The date was 16 November 1855 .... Does this mean, that Brigham Young personally performed this sealing?
A little background info... this sealing ordinance was between Peder (living) and his recently deceased wife (Dorthea Anderson). Peder had just arrived in Utah a year earlier from Denmark - his wife died during the journey. The SLC Temple wasn't completed yet.
I had never seen this before, that someone's sealing is listed to have occurred at "President's Office." But then I looked at another pioneer ancestor - William Black (1784-1873) - and it said the same thing with his second wife (living)... So, was this possibly a common thing until the Temple was built? And was it only Brigham Young performing these sealings? Or also a counselor or another apostle?
