Thank you for your question. Yes, only those with church membership connected accounts can use the Helper functions within the Family Tree as they access temple ordinance information.
However, everyone can offer to help anyone else with working in the Family Tree. Have the person you are wanting to help share the PID of a deceased family member and you'll be able to see the same information they can see.

How can I identify my spouse’s ancestors with temple-ready ordinances? There is no temple function when he is logged in to his account or when I log in as his helper.

Try helping your spouse add his Church record number to his account so that he will have access to the Temple tab and ordinance information. If you have difficulty in doing this, please contact FamilySearch Support.
