Parents who are not sealed

Do parents have to be sealed for a child to be sealed to them?

My husband's father told him that he didn't want to be sealed to his mother.

So currently my husband is not sealed to his family.

He would like to be sealed to them along with having his sister and brother sealed to them also. His brother and sister are deceased.
