Twin Brothers not marked BIC even though their parents were sealed 1 year before their birth

Orlo Crittenden [KWCH-V82] and Agnes Anderson [KWCH-V8P] were sealed to each other in 1937 in the Salt Lake City Temple. What perplexes me is that their twin sons, Richard Orlo and Ronald Arland Crittenden are not marked as BIC, but instead I am being shown that I can request permission to do their work. Even if I could request to do their sealings, shouldn't they be marked as BIC because they were both born 10 months after the sealing took place?

Other questions: could there be something wrong with their records that the system isn't marking them BIC, or is there some other unknown cause?
