What is the hold-up for the expiration dates

I have several reservations on my personal list for Sealing to Spouse, 50+ of them. One spouse has all B/C/I/E done and the other is waiting. A whole lot of these ordinances are held by people since 2018 or before. It looks like it might be teens who reserved all the ordinances, did the B/C, then did not unreserve the other ordinances. Some of these are held by the same person who is 4th living generation; parent, grandparent, ggrandparents still "living".
What is the hold-up for the expiration dates being applied?
