Permission to do ordinances

To whom it may concern,

I am Beverly, the sister-in-law of David. David was adopted as an infant and years later discovered his birth mother, Pamela . She has since passed away and David would like to have Pamela's temple work done. Unfortunately, David is incarcerated and has asked me to facilitate the temple work for his birth mother. He wrote me this permission letter and mailed it to me. I'm not sure who to submit this to and am asking your help. Can you please help me know my next step?
