On the Temple Completed, list how does the Group by ID sort?

The most recent ordinances are at the top of the list.

That would be a sort on a date. Group by ID sounds like the sort would be by the personal ID.

When you choose the option of Group by ID, the ordinances on the list are put together by ID if there are multiple ordinances for each ID. Then the list is sorted by the most recent ordinances at the top.
