All temples are fully operational, why are expirations still suspended?

I understand that reservations were to be suspended until all temples were fully opened. I'm assuming this is not including temples under construction, as we always have some temples closed for renovation.
I assumed that "fully open" meant when all temples went to phase 4, but all the temples have been in Phase 4 for months, as indicated in the link below. So, it seems like my assumption is wrong. Does anyone have any clarity on what is still needed?
I understand no one on this forum has any control of this, but is there a way to send this feedback up the chain, that many of us are anxiously awaiting expirations to come back, so that our ancestors aren't continually locked. There are so many people that reserve ordinances and don't ever seem to come back to do them. The ordinances just sit there locked, unfinished, coming on now 4-5 years.

I am sure when the Brethren feel it is the right time, the expiration times will be re-instated.

Until any official announcement comes out, one way to check to see if expiration dates are being enforced again is to reserve a 90-day ordinance (I guess now 120-day) and watch the expiration date. Currently the expiration dates roll forward one day every day. I have a few and the expiration date on them today is April 19, 2023. Since they changed the programming for this to be four months rather than the previous three, that does suggest we are very close to seeing the return of real expiration dates. Otherwise, why bother with that change?
