temple ordinances

My father, Fred Paul Wieme (LJWQ-KDV), had his name removed from the church records some years ago. He and my mother passed away last year. How can I request to do his temple work as well as the sealing of my parents? On his page it states "Cannot request-not available" for these ordinances. Thank you
