Is it possible that this 1948 record from Zimbabawe could represent some people who do not have last names. In the parents column there are some parents with last names as well a given names, but there are others with only given names. I could not find out what the column E Dico or E Vico means, and wonder if that column has any possibility of being a surname.

Could the Nomen Paganum be the surname?

@elizabethannetheriault1 Yes, the Nomen Paganum could be the surname, but if you post the Batch Code in brackets [1111-XXX] , you can get better answers to all your questions 😎
