How do I merge two images together as one record?

I have a Cemetery record with an application for a grave record both having to do with the same person. They really should be one record altogether with just one table to enter data but the system has them as two separate records. So my question is how do I merge/attach the second image to the first as additional information to the first and not leave it as a separate record?

    You need to do so by selecting it under Step 1: Images> Image 2 of 2

    Because they are both in the same batch - this means the Project Administrators have already grouped the images together.

    @jacobandrewstone1 Image 2 should be marked NNED - there is no indexing box for the Applicant Name
