I am trying to help the mother do Sealing to Parents for her daughter but the error is "Cannot Request - Not Available"

It sounds like you are trying to seal a deceased child to living parents. Is this correct? If so, you need to print out a family group record showing the living parents and the deceased child. Call the temple and schedule a sealing appointment for sealing a deceased person to living persons. Since the parents are still living, the ordinance will not show in FamilySearch until they are deceased.
