Sealing to Parents not available G39L-Y4W

This person has parents in the Tree, but inexplicably the Sealing to Parents ordinance is not available on her Ordinances tab https://www.familysearch.org/tree/person/ordinances/G39L-Y4W

It's not that it needs more information; the SP ordinance is simply not shown as an option at all.

This person was recently merged. Perhaps that is a factor. Can someone help me understand what is wrong here?
